The Good, the Bad and the Ugly

Fast on the heels of giving the US Military props for their funding, R&D and real-time application of alternative energy sources, I’m reminded that in all things involving humans, the good, the bad and the ugly principle applies.  Chalk this up to a gentle knock on the noggin, a serious reminder that our military’s purpose is to defend the country, develop defense and wartime strategies [alternative energy works into this] and support all things weapon-related with gusto.

In this case, the subject is drones, aka UAVs [unmanned aerial vehicles], a new generation that is sure to amaze.  And disturb.

An article I recently read made my jaw drop with awe and an undeniable sense of foreboding.  We could call this the nascent I Robot stage of drone development.   I’ve written to the subject of drones before.  The science is incredible but I find the use of drones, war and peace applications alike, incredibly creepy.

The X47B, however, a fully-automated drone being tested by the Navy is in a class of its own.

Fully automated.  Meaning no one in Omaha is joy-sticking the X47B remotely, guiding its maneuvers, reconnaissance or defensive/offensive usage.  This drone will be dependent on onboard computers, perceiving threats through highly attuned sensors, and then acting, accordingly.

How sophisticated is this drone?  X47B has been designed to land on an aircraft carrier at sea.  My husband served in the Navy and lived on a carrier [a floating city] of approximately 5000 personnel.  Though not a pilot, he’d be the first to say that landing an aircraft on any carrier is incredibly challenging.

X47B is that advanced, that sophisticated.

The speed with which robotic aircraft is developing is frankly . . . stunning.  On 9/11, the US military had few drones in its arsenal.  Reportedly, 1 in 3 US aircraft are now robotic, primarily because of the cost effectiveness in comparison to traditional planes and reduced casualties to military personnel.  As aerospace pioneer Simon Ramo stated in his book “Let Robots Do the Dying:”

More aggressive robotry development could lead to deploying far fewer U.S. military personnel to other countries, achieving greater national security at a much lower cost and most importantly, greatly reduced casualties.

But as has been pointed out in numerous articles, we aren’t fighting Robot against Robot wars.  At least not yet.  Israel’s R&D drone technology is said to have started as early as 1992. Russia, Pakistan, even Iran are funding and developing their own drone programs. In fact, according to ABI Research, 65 countries are utilizing or developing drone programs. We’ve seen and read of the carnage when drones miss their target or targets are just plain wrong.  We’re talking Robots vs. Humans and the question of accountability cannot be dismissed.

X47B is a new generation, a next step.  As startling as its capabilities sound, the X47B will not be alone in the expanding robotic landscape.  We have robotic ground vehicles, mapping robots, IED detecting devices [that look like oversized Tonka toys] in the field, as well as robotic submarines and tanks to small, insect-like drones, complete with micro-cameras, in development.Small Fry Drones Utilizing Micro-Cameras

Ready or not, we’re approaching a Brave New World of robotics and weapon development.  The US military sees robotic vehicles, surveillance equipment and weapon systems replacing manned missions to handle the Three Big D’s—dull, dirty and dangerous. Defenders of autonomous systems insist that on-ground personnel will have the ability to abort missions and on-board computer-driven directives.  Still, the question lingers–if on-board computers are making split second computations would a manual ‘abort’ order have any relevance?

But what sets the X47B apart from its predecessors?

The GPS-based navigation and landing system is state-of-the-art, making the carrier landings feasible for this fighter-sized vehicle.  In addition, the program will allow the drone to conduct aerial refueling.  Missions would be preprogrammed, making remote guidance unnecessary. The X47B provides a far larger payload, allowing it to attack larger targets and perform multiple back-to-back missions, many of which would be beyond human endurance.  And it has stealth capabilities.

Robotic technology is racing forward.  What has not proceeded with equal speed or ease is the conversation about the ethics and morality involved in using these systems, particularly as relates to the chain of accountability.

As Noel Sharkey, computer scientist and robotics expert, recently stated in the LA Times:

Lethal actions should have a clear chain of accountability. This is difficult with a robot weapon. The robot cannot be held accountable. So is it the commander who used it? The politician who authorized it? The military’s acquisition process? The manufacturer, for faulty equipment?

The LA Times further states:

Sharkey and others believe that autonomous armed robots should force the kind of dialogue that followed the introduction of mustard gas in World War I and the development of atomic weapons in World War II. The International Committee of the Red Cross, the group tasked by the Geneva Conventions to protect victims in armed conflict, is already examining the issue.

There is no denying that we’re entering a far different world in the way wars, international tensions, border protection, even domestic policing will be handled in the near future.  Let’s hope the right questions are asked and adequate answers provided before we slide down a very slippery slope.

Is there oversight? you may ask.  If the Congressional Unmanned Vehicle Caucus is an example, not much.  Though the caucus likes to advertise itself as a watchdog it has become little more than a booster club for all things drone.  For instance, instead of questioning the enormous amount of money, the cost-effectiveness of domestic drones used for border surveillance—illegal drug smuggling and illegal immigration—or even the success rate of the domestic drone fleet [which is anything but spectacular], the Department of Homeland Security actively supports the acquisition of ever-expanding systems.  As is so often the case, it’s a ‘follow the money’ love affair. Alternet reports that:

In the 2010 election cycle, political action committees associated with companies that produce drones donated more than $1.7 million to 42 congressional members who were members of the congressional drone caucus.

Yup, it’s always the same formula, working the cheap seats with suitcases of ready cash.

X47B will be testing its carrier landing capabilities in 2013, aerial refueling in 2014, and if all goes as planned the drone will be operational by 2016-17.

There’s still time for Americans to demand a serious Q&A.  But not much time.


Monday Reads

Good Morning!! Today is the official Martin Luther King birthday holiday. I hope everyone has the day off. I think I have a few interesting reads for you this morning.

I’ll start with this in depth report by Naomi Klein on scientific studies of the impact of the BP oil gusher on the ecology of the Gulf of Mexico. While the government reassures Americans that everything down in the gulf is safe safe safe, scientists are finding plenty of evidence that that’s not the case. According to

Ian MacDonald, a celebrated oceanographer at Florida State University. “The gulf is not all better now. We don’t know what we’ve done to it.”

MacDonald is arguably the scientist most responsible for pressuring the government to dramatically increase its estimates of how much oil was coming out of BP’s well. He points to the massive quantity of toxins that gushed into these waters in a span of three months (by current estimates, at least 4.1 million barrels of oil and 1.8 million gallons of dispersants). It takes time for the ocean to break down that amount of poison, and before that could happen, those toxins came into direct contact with all kinds of life-forms. Most of the larger animals—adult fish, dolphins, whales—appear to have survived the encounter relatively unharmed. But there is mounting evidence that many smaller creatures—bacteria, phytoplankton, zooplankton, multiple species of larvae, as well as larger bottom dwellers—were not so lucky. These organisms form the base of the ocean’s food chain, providing sustenance for the larger animals, and some grow up to be the commercial fishing stocks of tomorrow. One thing is certain: if there is trouble at the base, it won’t stay there for long.

There is evidence of permanent changes in organisms likely caused by the oil and dispersants, and those changes may be passed on to future generations as mutations. In addition, the damage to creatures at the lower end of the food chain is so extensive that it may lead to collapses and even extinctions in larger species. While it will be difficult to directly pin all the damage on BP, there really isn’t much doubt that the oil and dispersants are at the root of the problems. It’s very bad, folks.

Ms Magazine has gotten involved in a protest against the New Yorker.

Last week, Anne Hays put her latest copy of the New Yorker back in the mail, with a note explaining that the august publication owed her a refund for putting out the second issue in a row featuring almost no pieces by women. In a December issue of the New Yorker content by women made up only three pages of the magazine’s 150; one January issue contained only two items by women, a poem and a brief “Shouts and Murmers” item.

“I am baffled, outraged, saddened, and a bit depressed that, though some would claim our country’s sexism problem ended in the late ’60s, the most prominent and respected literary magazine in the country can’t find space in its pages for women’s voices in the year 2011,” wrote Hays in the letter, promising to send back every issue containing fewer than five female bylines. “You tend to publish 13 to 15 writers in each issue; five women shouldn’t be that hard,” she concluded.

Her letter, posted to Facebook and widely circulated last week, has prompted Ms. magazine to start an online petition reminding the magazine’s editors that there are in fact lots of women in the world and that many of them write feature articles, reviews and poems, and that the premier literary/current events magazine in the country should reflect that fact.

According to the article, the New Yorker is not alone in ignoring women writers. Read it and weep.

A Follow-up to Dakinikat’s Latest Post on the TSA Controversy

This morning, Hillary Clinton weighed in on the enhanced searches being used by the TSA during her appearances on the morning political shows.

CBS’ Bob Schieffer asked Clinton Sunday if she would submit to a pat-down by a Transportation Security Administration (TSA) agent.

“Not if I could avoid it,” she replied. “No. I mean who would?”

On Meet the Press, she told David Gregory:

“I think everyone, including our security experts, are looking for ways to diminish the impact on the traveling public,” Clinton told NBC’s David Gregory.

“I mean obviously the vast, vast majority of people getting on these planes are law abiding citizens who are just trying to get from one place to another. But let’s not kid ourselves. The terrorists are adaptable,” she continued.

“Striking the right balance is what this is about. And I am absolutely confident that our security experts are gonna keep trying to get it better and less intrusive and more precise,” Clinton said.

Now let’s compare that with President Obama’s statement about the naked scanning machines and abusive TSA procedures, beginning with one of his patented self-referential remarks. Because everything is always about him, of course.

Responding to a request for his opinion on the matter from NBC’s Chuck Todd, President Obama opened with a confession: “I don’t go through security checks to get on planes these days, so I haven’t personally experienced some of the procedures put in place by TSA.” He then proceeded to defend this measure which he will never experience– one which everyone from Geraldo Rivera to Anderson Cooper seem taken aback by:

“I will also say that in the aftermath of the Christmas Day bombing, our TSA personnel are properly under enormous pressure to make sure that you don’t have somebody slipping on a plane with some sort of explosive device on their persons. And since the explosive device that was on Mr. Abdulmutallab was not detected by ordinary metal detectors, it has meant that the TSA has tried to adapt to make sure that passengers on planes on safe. Now, that’s a tough situation. One of the most frustrating aspects of this fight against terrorism is that it has created a whole security apparatus around us that causes huge inconvenience for all of us.”

Which statement is the least obnoxious? Perhaps Obama should just defer all questions to Clinton from now on.

Here’s an interesting reaction to Obama’s remarks from Huffpo:

“What I don’t like about Obama’s statement is the sense that there’s nothing to be done about the violation of civil liberties. It is as if the TSA is not accountable to anyone, which can’t be accurate. Who oversees TSA and who is responsible for setting these policies? Who are these people accountable to–Dick Cheney?”

I totally agree with that commenter!

Now check this out: Body scanner CEO accompanied Obama to India

The CEO of one of the two companies licensed to sell full body scanners to the TSA accompanied President Barack Obama to India earlier this month, a clear sign of the deep ties between Washington politicians and the companies pushing to have body scanners installed at all US airports.

Deepak Chopra, chairman and CEO of OSI Systems and no relation to the New Age spiritualist, was one of a number of CEOs who traveled with the president on his three-day trip to India, which focused primarily on expanding business ties between the US and the emerging Asian power….

That a manufacturer of body scanners accompanied the US president on a foreign trip shows the extent of the ties between the industry and the US government. With anger growing at the intrusive news screening procedures, many observers have focused attention on Michael Chertoff, the former Homeland Security secretary whose consultancy, the Chertoff Group, counts OSI as a client….

“Mr. Chertoff should not be allowed to abuse the trust the public has placed in him as a former public servant to privately gain from the sale of full-body scanners under the pretense that the scanners would have detected ‘[the alleged Christmas Day bomber’s] explosive,” Kate Hanni, founder of FlyersRights.org, told the Washington Post.

If that doesn’t make your blood boil over the way innocent Americans are being treated in U.S. airports, what would? This is all about money for corporations, not about protecting Americans from terrorism.

We are now experiencing exactly what James Ridgeway predicted earlier this year:

…airport security has always been compromised by corporate interests.When it comes to high-tech screening methods, the TSA has a dismal record of enriching private corporations with failed technologies, and there are signs that the latest miracle device may just bring more of the same.

Ridgeway calls the naked body scanners a “scam.”

Known by their opponents as “digital strip search” machines, the full-body scanners use one of two technologies—millimeter wave sensors or backscatter x-rays—to see through clothing, producing ghostly images of naked passengers. Yet critics say that these, too, are highly fallible, and are incapable of revealing explosives hidden in body cavities—an age-old method for smuggling contraband. If that’s the case, a terrorist could hide the entire bomb works within his or her body, and breeze through the virtual strip search undetected. Yesterday, the London Independent reported on “authoritative claims that officials at the [UK] Department for Transport and the Home Office have already tested the scanners and were not persuaded that they would work comprehensively against terrorist threats to aviation.” A British defense-research firm reportedly found the machines unreliable in detecting “low-density” materials like plastics, chemicals, and liquids—precisely what the underwear bomber had stuffed in his briefs.

Ridgeway lists a number of powerful Washington insiders who are profiting from the Naked body imaging scam. So what if a terrorist gets through the scan with explosives hidden in a body orifice? There are even more invasive machines available.

there’s always the next generation of security equipment: the Body Orifice Security Scanner, or BOSS chair. This contraption, which has an uncomfortable resemblance to an electric chair, is used in prisons, mostly in the UK, for tracing cell phones, shivs, and other dangerous contraband that’s been swallowed or inserted into body cavities by inmates. So far, it only detects metal, but you never know.

And of course there is always the humiliating “enhanced pat-down” process for anyone who doesn’t want to appear naked to a bunch of TSA thugs.

If you are still unconvinced that the government isn’t really protecting us with their police-state tactics, consider this:

The recent public ire toward the TSA’s new pat-down and body imaging screening methods is likely to cause more people to drive automobiles and forego airline travel, say two transportation economists who have studied the issue.

As the nation readies for one of the busiest traveling holidays, Steven Horwitz, a professor of economics at St. Lawrence University, told The Hill that the probable spike in road travel, caused by adverse feelings towards the Transportation Security Administration’s (TSA) new screening procedures, could also lead to more car-related deaths.

“Driving is much more dangerous than flying, as you are far more likely to be killed in an automobile accident mile-for-mile than you are in an airplane,” said Horwitz. “The result will be that the new TSA procedures will kill more Americans on the highway.”

Clifford Winston, a senior fellow of economic studies at the Brookings Institute, stopped short of saying that more people could die as a result of the TSA policies, but said that the airline industry will definitely see a decline in passengers if the public’s contempt for the pat-downs and advanced-imaging technology systems continues.

It’s time to get serious about stopping terrorist attacks by using a method that actually works, instead of just focusing on further lining the the pockets of rich corporations and their CEOs.

President Obama needs to understand that he works for us. We shouldn’t have to serve as experimental subjects for his rich friends’ latest police state technological projects. We should have the right as American citizens to travel freely in our own country.

If President Obama continues to insist that we be seen naked or be groped by his TSA thugs in order to fly, then he should have to go through one of the scanning machines himself followed by an “enhanced pat-down.” And the entire humiliating process should be shown on national TV for all of us to see.
